Commonwealth Partnership for Democracy (#CP4D)

The Commonwealth Parliamentary Association (CPA) is a partner in the Commonwealth Partnership for Democracy (#CP4D) programme aimed at strengthening democratic institutions and promoting good governance across Commonwealth countries.  

Launched during the 2018 Commonwealth Heads of Government Meeting (CHOGM) in London, UK, the CP4D programme is helping to raise standards and build political commitment to democratic values through advancing inclusive and accountable democracy in the Commonwealth. 

The 2012 Commonwealth Charter assigns Parliaments, governments, political parties and civil society within member countries with the responsibility to uphold and promote democratic culture and practices that are accountable to the public. The Charter also recognises that Parliaments, representatives of local governments and other forms of local governance are essential in strengthening democratic governance.

CPA Recommended Benchmarks for Democratic Legislatures
The CPA Headquarters Secretariat will be implementing activities to encourage Commonwealth Parliaments to strive and uphold a high standard of parliamentary performance. More precisely, the CPA will be utilising the revised and updated CPA Recommended Benchmarks for Democratic Legislatures as a tool to provide Parliaments across the Commonwealth with assistance to strengthen their capacity to adhere to good governance principles.

Originally published in 2006 but revised and updated in 2018 to bring them in line with the Commonwealth Charter and Sustainable Development Goal (SDG) 16, the purpose of the CPA Benchmarks is to encourage Parliaments and Legislatures to undertake their own self-assessments based on a Commonwealth standard which is specifically designed to help Parliaments identify possible new ways to function more effectively. It was also designed to assist Parliaments to demonstrate their performance, to increase self-awareness and priority areas for development. To view the CPA Recommended Benchmarks for Democratic Legislatures please click here.

Future #CP4D Activities
Between 2018-2020 as part of the #CP4D programme, the CPA will be offering assessment exercises to 18 national Parliaments across four of the CPA Regions: Africa, Asia, India and South-East Asia. The #CP4D programme will help Parliaments adopt and implement the updated CPA Benchmarks that call for inclusive and accountable governance.

Updated CPA Benchmarks for Democratic Legislatures provide framework for Parliaments to meet contemporary challenges across the Commonwealth
A newly updated CPA Recommended Benchmarks for Democratic Legislatures has been launched at an event held by the Commonwealth Parliamentary Association (CPA) and the Westminster Foundation for Democracy (WFD). More than a decade on from the launch of the original CPA Recommended Benchmarks for Democratic Legislatures by the CPA and its partners, an updated Parliamentary Benchmarks has been developed to reflect the changed landscape in which democracies now operate. The updated CPA Benchmarks include measurements for Parliaments to support the implementation of the Sustainable Development Goals (SDGs) and the recommendations contained in the Commonwealth Charter. .

Parliamentary strengthening partners work to update the CPA’s Benchmarks for Democratic Legislatures to assist Parliaments in meeting contemporary challenges across the Commonwealth   
More than a decade on from the launch of the CPA Recommended Benchmarks for Democratic Legislatures by the Commonwealth Parliamentary Association (CPA) and its partners, a new body of work is being undertaken to revise and update the parliamentary Benchmarks to reflect the changed landscape in which democracies now operate. The updated CPA Benchmarks will also include measurements for Parliaments to support the implementation of the Sustainable Development Goals (SDGs) and the recommendations contained in the Commonwealth Charter.
