CPA FUNDAMENTALS PROGRAMME

An accredited programme for Parliamentarians on parliamentary practice and procedure and international good practices of parliamentary democracy


The first of its kind, the main objective of the programme is to strengthen the capacity of Parliamentarians by equipping them with: 

Greater depth of knowledge of parliamentary practice and procedure 
Increased in-depth and practical knowledge based on accepted theories and international good practices of parliamentary democracy
An accredited qualification from an internationally recognised university that will benefit participants for life during and after Parliament

The programme will be interactive and comprehensive, comprising online modules as well as face-to-face contact sessions on-site with our selected partner universities. It will develop well-informed, skilled parliamentary leaders, who will go on to contribute to creating strong democratic legislatures that adhere to principles of good governance. 

There will be two separate courses run for Parliamentarians meeting the following criteria:

(1) Newly-elected Parliamentarians with up to two years’ experience of being a Parliamentarian – The Parliamentary Fundamentals Course on Practice and Procedure – at the University of the Witwatersrand, South Africa

(2) Newly-elected Parliamentarians from Small Branches with up to two years’ experience of being a Parliamentarian – The Parliamentary Fundamentals Course on Practice and Procedure for Small Branches – at McGill University, Canada

The courses are uniquely designed to meet the professional development needs of new parliamentarians, and so will encompass a wide variety of modules, including sessions relating to the following: Core functions of Parliament, Roles within Parliament, Accountability, and the changing nature of Parliaments. In addition, the particularities of small jurisdictions will be examined in the Small Branches course.

The CPA’s flagship Fundamentals Programme on Parliamentary Practice and Procedure was launched during the 62nd Commonwealth Parliamentary Conference and is due to begin in February 2017.
