Call for consultants: Developing an online course on Parliamentary office management

The CPA Headquarters Secretariat is calling for consultants to develop an online course on Parliamentary office management as part of the CPA Parliamentary Academy, our online learning platform.

The consultant will work with the CPA to develop the written course content for use by Parliamentarians and parliamentary staff in Commonwealth national and subnational Legislatures.

 

About the course

Building on the work of the CPA’s online Parliamentary Academy and the Academy Residency programmes, this new academy course would seek to enhance the soft skills of Parliamentarians and senior Parliamentary staff. This course would equip participants with the knowledge and tools necessary to lead and manage teams effectively within the Parliamentary environment.

The parliamentary management course is made up at modules that takes participants though topics such as managing and developing a team, making ethical decisions, conflict management and staff welfare. Recognising the unique demands and dynamics of political workplaces, the content is tailored to support MPs in building cohesive, motivated, and efficient teams in an effort to create a more positive and professional workplace environment.

An academy course on online management would align with the CPA’s mission to enhance the professional standards within Parliaments. By embedding these strategies and practices within the Parliamentary workplace, Parliaments can foster a greater professional work environment that adheres to rigid standards that accompany existing codes of conduct and other statutory documents that guides workplace behaviour. These standards would also help develop the resilience of those undertaking the course when confronted with challenges in the workplace.


The course will seek to provide a blend of practical guidance, real-world case studies, and expert-led modules to support members both new and long-standing to refine their leadership and managerial style.

The course should be designed to provide a comprehensive yet accessible introduction for Parliamentarians, including those with limited prior knowledge of management techniques and approaches. As with other courses across the CPA Parliamentary Academy, there is a strong emphasis on making the course practical through information that can readily be transferred to support a Parliamentarian’s work, while also being underpinned by authoritative research and theory.

Role Requirements

The applicant for this consultancy should meet the following role requirements:

  • be available from June 2025 to August 2025.
  • have at least five years’ experience working in a HR role ideally in a parliamentary or related academic setting.
  • be able to demonstrate previous experience of developing academic course content.
  • be fluent in English.

Contract and how to apply

The contract will be for GBP £10,000 inclusive of taxes.
