CWP Workshop A: Good Practices and Strategies to Realising Gender-Sensitive Parliaments across the Commonwealth

How can Commonwealth Parliaments become effective gender sensitive institutions?

Despite growing representation, many Parliaments across the Commonwealth still face systemic challenges in becoming truly gender-sensitive institutions where women have equal opportunities to participate, contribute and lead. This session is designed to move beyond identifying these challenges to a proactive exploration of solutions. 

The CPA understands a Gender Sensitive Parliament to be

“a place that responds to the needs and interests of women in its structures, operations, methods and work, and is a workplace that removes barriers to women’s full participation”.

Guided by the CPA Gender Sensitising Parliaments Guidelines and Seven-Step Field Guide, this interactive, cabaret-style roundtable will equip participants with the tools to either start or further their Parliament’s gender sensitive journey. Discussions will focus on four core dimensions:

  • Equality of Participation within Parliament
  • Parliamentary Infrastructure
  • Parliamentary Culture and Gender Equality Policy
  • Women’s Substantive Representation.

Attendees will share proven reforms, propose new strategies and collaboratively develop a practical roadmap for building inclusive, effective and representative Parliaments.

Hon. Nelly Mutti, Speaker of the National Assembly of Zambia

Elected on 3rd September 2021, Hon. Nelly B K Mutti, MP is the current and first female Speaker of the National Assembly of Zambia.

Prior to joining the Legislature, Hon. Mutti had been serving as Managing Partner for a renowned private law firm. With over four decades of experience as an advocate of the Zambia High Court and Supreme Court, Hon. Mutti has served the Government of the Republic of Zambia in various portfolios. Speaker Mutti is the Founder of the Nelly Mutti Foundation (NMF), an impactful Non-Governmental Organisation doing philanthropy work in communities across Zambia.

Other important parliamentary Associations that Speaker Mutti serves include the following:

  • Inter-Parliamentary Union (IPU) – Executive Committee Member representing the SADC-Geo Political Group;
  • SADC-Parliamentary Forum – Executive Committee Member; and
  • Forum of Parliaments of the Member States on the International Conference of the Great Lakes Region (FP-ICGRL) – Sitting President.

Speaker Mutti was the 2023 recipient of the prestigious Commonwealth Parliamentary Association (CPA) Parliamentarian of the Year Award.

In June 2024, Speaker Mutti was appointed to the Rank and Dignity of State Counsel, the highest rank in the legal profession in Zambia.

Deputy Raluca Kovacs (States Assembly of Jersey)

Raluca Jersey

Elected as the first Romanian to a British Parliament and currently serving as Deputy of St Saviour in the States Assembly of Jersey since June 2022, Hon. Raluca Kovacs has been recognised through multiple individual and team nominations and awards, notably Public Services Community Champion of the Year 2021 and the 2024 Commonwealth Parliamentary Association’s Parliamentarian of the Year Award. Her background includes qualifications in business management, accountancy and project management and she is a mother of two young girls, co-owner with her husband of a family-run hospitality business and former Chair of the Romanian Association in Jersey.

Since her election to the Jersey States Assembly, her active involvement in multiple Committees has spanned economic and international scrutiny, public finance, maternal and early years health, parliamentary diplomacy (CPA, CWP, APF), women’s representation, cultural and educational policy, political education, diversity and inclusion, and youth support. She is committed to inclusive governance, gender equality, social justice and family-friendly political systems and workplaces - delivering both compassion and clarity across public and community life.

Hon. Nomafrench Mbombo, MP (Western Cape Provincial Parliament)

Dr Nomafrench Mbombo is a Member of the Western Cape Provincial Legislature. 

Dr Mbombo served as the Provincial Minister of Health & Wellness, Western Cape. She hails from Mdantsane township in East London, Eastern Cape. Before entering politics, she was an Associate Professor at the Faculty of Community and Health Sciences, University of the Western Cape.

She holds a PhD in Gender & Human rights (University of the Western Cape), a Master’s Degree in Maternal & Child Health (University of KwaZulu-Natal) and a Bachelor’s Degree in Nursing Science (University of Fort Hare) and various other certificates, awards and accolades.

Hon. Leonora Qereqeretabua, Deputy Speaker of the Parliament of Fiji

Hon. Leonora Qereqeretabua studied Communications at the University of Canberra in Australia and holds a Post-Graduate Certificate in Human Resource Management from the University of the South Pacific.

Throughout her professional life, Hon. Qereqeretabua has worked alongside local and international charities and aid organisations. Most recently she has volunteered with Lifeline Fiji - a suicide prevention helpline and counselling service; WOWS Fiji - a non-profit Charity Foundation for children with cancer, as a champion for their “Save it or Shave it” 2019 campaign, and has served as a Board Member for Save the Children Fiji.
First standing for public office during the 2018 Fiji General Election, Hon. Qereqeretabua campaigned largely on environmental issues and was a strong advocate for more women representation in Parliament. She became an Opposition Member of Parliament after that General Election.

She was sworn in as Deputy Speaker and Assistant Minister for Housing and Local Government on 24 December 2022. In June 2023, she was reassigned to the position of Assistant Minister for Foreign Affairs.
