CPwD & CWP Joint Workshop D: Overcoming the Barriers to the involvement of Women with Disabilities in Politics

What are the barriers faced by women with disabilities in politics and what are ways to overcome these?

This interactive session will explore the unique barriers faced by women with disabilities in political life, using a 'fishbowl format' that centres the reflections of those with lived experience and those that advocate for their wider representation.

Speakers will discuss the personal, structural, and cultural challenges they have encountered on the road to elected office - from inaccessible political party systems and campaign infrastructure to broader issues of gender discrimination. The session will be facilitated by the CPA Secretariat, with a Discussion Leader to guide the discussions with lived experience of the topic. 

The session will conclude with open floor contributions and final reflections from the discussion leaders. By combining personal reflections and a collective dialogue, the session aims to promote empathy, raise awareness, and identify tangible pathways to support political participation of women with disabilities across the Commonwealth.

Roz McCall, MSP, Member of the Scottish Parliament

Roz McCall is a Member of the Scottish Parliament (MSP) for the Mid Scotland and Fife region.

Roz was raised in Glasgow and left school to complete an apprenticeship at House of Fraser, before establishing a distribution company alongside her husband.

Before becoming an MSP, Roz was first elected in 2016 as a Scottish councillor for the Strathearn ward on Perth and Kinross Council.

In September 2022, Roz became an MSP and since June 2023, she has served as the Scottish Conservative's Deputy Spokesperson for Education and Skills.

Among other issues, Roz is particularly passionate about town-centre regeneration and ensuring that the Scottish Government 'Keeps The Promise' and delivers it in full.

Hon. Liesl Tesch, Member of the Parliament of New South Wales

Liesl Tesch lives in Australia and for the last 20 years has taught students at local public schools including Brisbane Water Secondary College, where she taught until being elected as a Member of the New South Wales Legislative Assembly in 2017.

Liesl has represented Australia proudly at seven Paralympic Games, bringing home two Gold medals.

Keryann Ifill, Parliament of the Barbados Council for the Disabled and Former President of the Senate of the Parliament of Barbados

The Most Honourable Kerryann Ifill FB is a trailblazer in leadership, advocacy, and inclusion. Losing her sight at the age of five, she became a symbol of resilience, first appearing on the 10¢ stamp during the International Year of the Disabled. At 14, she was the first totally blind student at Combermere Secondary School, later earning qualifications from the University of the West Indies, Durham Business School, and Erdiston Teacher’s Training College.

For over a decade, she championed the rights of persons with disabilities through the Barbados Council for the Disabled, leading advocacy, research, and assistive technology initiatives. Appointed to the Senate in 2008, she became its youngest President in 2012 — and the first woman and person with a disability to hold the post. She serves globally as Vice Chair of the Commonwealth Disabled People’s Forum, Chair of the CARICOM Advisory Panel on Disabilities, Director-at-Large for the World Blind Union North America–Caribbean Region, Vice President of the Barbados Council for the Disabled, and Public Relations Officer for the National United Society of the Blind Barbados.

Since 2019, she has served with the Rotary Club of Barbados South, advancing projects in inclusion and empowerment. Her community service also includes over 25 years of ministry and music with her church band.

Now an author and keynote speaker, Kerryann shares powerful messages on resilience, leadership, and equity. Honoured with the Order of the Freedom of Barbados (2023) and the Anthony N. Sabga Award for Caribbean Excellence (2024), she continues to inspire change across the world.
