CPA Small Branches Workshop D: Tackling climate change through environmental impact assessments

Climate change poses a significant threat to small jurisdictions, often exacerbating existing vulnerabilities and creating new challenges. In many small jurisdictions, the effects of climate change are already being felt through rising sea levels, increased frequency of extreme weather events, and shifts in ecosystems, among other impacts. Environmental Impact Assessments (EIAs) have emerged as a critical tool in understanding and mitigating these effects. 

EIAs provide a systematic process for evaluating the potential environmental consequences of proposed projects or policies. They are essential in small jurisdictions where the margin for error is often slim. By identifying potential risks and proposing mitigation measures, EIAs can enable informed decision-making that aligns with the UN Sustainable Development Goals (SDGs). 

However, implementing EIAs in small jurisdictions presents unique challenges. Limited resources, lack of expertise, and sometimes conflicting interests between development and environmental concerns can hinder the effectiveness of EIAs. Collaboration with regional and international bodies, sharing of best practices, and capacity-building are vital to overcoming these challenges. 

For Parliamentarians in small jurisdictions, the role in promoting and overseeing EIAs is paramount. Legislation, scrutiny, oversight, and advocacy can shape the framework within which EIAs operate, ensuring that they lead to tangible actions that align with effective climate action and sustainable development. 

This workshop will delve into the specific dynamics of tackling climate change through EIAs in small jurisdictions. It will explore best practices, challenges, and the role of Parliamentarians in leveraging EIAs as a strategic tool for climate action.

Joy Burch MLA (Australian Capital Territory)

 

Joy Burch was elected as CPA Small Branches Chairperson in August 2022 at the 38th CPA Small Branches Conference. Previously she assumed the role of Acting CPA Small Branches Chairperson in February 2021 upon the resignation of the previous CPA Small Branches Chairperson, Hon. Niki Rattle (Cook Islands). She was at the time the Vice-Chairperson of the CPA Small Branches Steering Committee and so assumed the role of Acting CPA Small Branches Chairperson until the next CPA Small Branches Conference.

As CPA Small Branches Chairperson, Joy Burch MLA also becomes a member of the CPA Executive Committee and the CPA Coordinating Committee. 

Joy Burch was first elected to the Legislative Assembly in 2008 and has served on a number of Committees including Administration and Procedure; Health, Ageing, Community and Social Services; and Justice and Community; and has held several Ministerial positions. She served as Deputy Speaker becoming Speaker of the Legislative Assembly for the Australian Capital Territory in October 2016.

Under CPA election rules only delegates from CPA Small Branches to the next Commonwealth Parliamentary Conference can take part in the vote to elect a new Chairperson. The next election will take place at the CPA Small Branches Conference in 2025.  

Deputy Rob Ward (Jersey)

 

Deputy Rob Ward is Deputy of St Helier Central and a member of Jersey's largest political party, Reform Jersey.

Elected for the first time in 2014, He is now in his second term.

Deputy Rob Ward has served as chair of the Education, Children and Home affairs scrutiny panel. And he is currently chair the Health and Social Services Scrutiny panel.

He is a very active member of the assembly having brought a number of propositions to the assembly including the commitment to declare a climate change emergency and subsequent actions.

Amanda Ellis (Arizona State University)

 

Former UN Ambassador Amanda Ellis currently serves as Executive Director, Asia-Pacific for the Global Institute of Sustainability and Innovation and Senior Director, Global Partnerships and Networks for the Julie Ann Wrigley Global Futures Laboratory at Arizona State University. She is co-chair of the New Carbon Economy Consortium and co-chair of the WE Empower UN SDG Challenge, launched by the UN Secretary General, the President of the World Bank and the Council of Women World Leaders in 2018 to promote inclusive entrepreneurship.

Previous roles include New Zealand’s Head of Mission and Ambassador to the United Nations in Geneva, inaugural Ambassador for Women and Girls and Prime Minister’s Special Envoy to Francophone Africa. Ms Ellis played a key role in New Zealand’s successful UN Security Council bid, subsequently serving as co-chair of the UNSC High Level Working Group on Humanitarian Access into Syria. From 2010-13 as Deputy Secretary International Development and the first woman to head the New Zealand Aid Programme, Ms Ellis was responsible for an annual budget of over $0.6 billion. Prior to this, Ms. Ellis was Lead Specialist in the Poverty Reduction and Economic Management Group at the World Bank Group in Washington D.C., where she managed the World Bank President’s Global Private Sector CEO Leaders Forum and led the Doing Business gender research project which created “Women, Business and the Law.” While at the World Bank, she worked with the Economist Intelligence Unit to create the Women’s Economic Opportunity Index. Ms. Ellis also founded the International Finance Corporation’s gender program, where she developed the first lines of credit for women entrepreneurs in Africa delivered through local banks. In the late 1990s she served in senior executive roles at Westpac Banking Corporation in Australia, including as Head of Women’s Markets and National Manager Women in Business, growing a new business rapidly to over half a billion dollars in annual revenues within just three years.

Workshop delegates unanimously endorsed the following recommendation that:

  • Parliamentarians must ensure that Environmental Impact Assessments align with and support Sustainable Development Goals, avoiding conflicts and promoting a harmonious approach to climate resilience in small jurisdictions.
