Background

Climate Change and Sustainable Development

The international community has made bold commitments on climate change and sustainable development, including the Paris Accords, the Glasgow Climate Pact, and Agenda 2030. These commitments are important tools for Parliamentarians in their work tackling climate change and implementing the United Nations Sustainable Development Goals. 

The CPA’s role is to support our Members so that they can be effective advocates for climate action and sustainable development. This commitment runs through our programmes and other activities. The CPA Small Branches network has led the way in raising the profile of climate change and biodiversity within the CPA. Small island developing states are in the front line here.

We will pursue this in partnership with others working in this important sphere, including UNDP, UNESCO, GLOBE International, Parliamentarians for Global Action, the Global TB Caucus, the International Parliamentary Network for Education and Parliamentarians for the Global Goals.

In mainstreaming these issues, we will also step up our efforts to ensure CPA operations are more environmentally sustainable. This will include an increased use of virtual meetings where possible to reduce air travel, a reduction in the number of physical publications and printed materials and a reinforcement of our paperless policy for governance meetings.

Climate Change and Sustainable Development

The UNFCCC Parliamentary Group

The CPA is a member of the UNFCCC Parliamentary Group, which facilitates the engagement of Parliamentarians and parliamentary networks at UNFCCC meetings and COPs. The Group, led by GLOBE International, provides administrative, information and coordination support to engage cross-party legislators at these major international meetings.

The Group was established in September 2021. GLOBE International is the UNFCCC Focal Point for the Parliamentary Group. The other founding members are:

  • Commonwealth Parliamentary Association
  • Climate Parliament
  • InterPares / International IDEA
  • ParlAmericas
  • Westminster Foundation for Democracy

Membership of the Parliamentary Group is open to Parliamentarians, parliamentary networks or organisations seeking to advance the aims of the UNFCCC and implementation of the Paris Agreement. GLOBE International has published a range of resources to support parliamentary engagement with COP26, including webinars and a regular newsletter.

Sustainable Development Goals (SDGs): A Parliament's Role

The CPA Parliamentary Academy offers an online course on the crucial role of Parliaments as institutions in implementing the SDGs.

This course provides Parliamentarians and parliamentary staff with knowledge of the Sustainable Development Goals (SDGs) and the crucial role of Parliaments as institutions in implementing the SDGs.

The material examines parliamentary action on three levels of implementation: local/constituency, national and international implementation. It also seeks to highlight how Parliaments can work with key stakeholders to promote the SDGs and influence real change within communities.

The course also delves into key methods of SDG financing, drawing on case studies and positive examples from the Commonwealth and beyond.

Parliamentary Action on Climate Change in Small Jurisdictions

The CPA Parliamentary Academy offers an online course on the basics of climate change and how it impacts small jurisdictions in particular.

The course focuses on the science of climate change, disaster risk management and the importance of international frameworks. In addition, it looks at how to mitigate against and adapt to the effects of climate change as well how to engage with the local community on climate-related issues.
