Commonwealth Parliamentary Association visit Sark – one of the world’s smallest Parliaments
A delegation from the Commonwealth Parliamentary Association (CPA) visited one of the smallest Legislatures in the world on 23 September 2025.
The Chief Pleas of Sark is the Legislature and Executive for the small island of Sark in the English Channel, part of the archipelago of the Channel Islands. It is a self-governing jurisdiction, part of the Bailiwick of Guernsey and with a direct relationship with the Crown, with its own laws and has a population of about 600 people.
The CPA delegation included the CPA Secretary-General, Stephen Twigg; the Vice-Chair of the CPA Small Branches network, Deputy Adrian Gabriel (Guernsey); the Regional Secretary for the CPA British Islands and Mediterranean Region (BIM), Sarah Dickson; and the Greffier of the States Assembly of Guernsey and CPA Guernsey Branch Secretary, Simon Ross.
The Speaker of Chief Pleas of Sark, Hon. Paul Armorgie said:
''It was a pleasure to welcome the CPA delegation from the UK and Guernsey. Sark is proud to take up its place as a member of the CPA and to promote the values of the CPA, working in partnership with our Crown Dependency friends and neighbours.”

CPA Chairperson marks International Day of Democracy 2025
International Day of Democracy on 15 September provides an opportunity to review the state of democracy in the world. Democracy is as much a process as a goal, and only with the full participation of and support by the international community, national governing bodies, civil society and individuals, can the ideal of democracy be made into a reality to be enjoyed by everyone, everywhere.
This International Day of Democracy, the Chairperson of the CPA Executive Committee, Hon. Dr Christopher Kalila, MP (Zambia) released a video message discussing the CPA's democratic values, threats to democracy and the upcoming Commonwealth Parliamentary Conference.
“Across our Commonwealth family, democracy faces renewed pressures. In some jurisdictions, Parliaments struggle to assert their rightful authority against encroachments from other arms of government. In others, the forces of misinformation, inequality and public distrust erode citizens’ faith in representative institutions. It is in these such moments that we must re-affirm a central CPA value: that an independent Parliament is the cornerstone of a functioning democracy."

CPA Chairperson visits CPA Scotland Branch
The Chairperson of the CPA Executive Committee, Hon. Dr Christopher Kalila, MP (Zambia) visited The Scottish Parliament to meet with Members of the CPA Scotland Branch Executive Committee, Sarah Boyack, MSP, Jeremy Balfour, MSP, Roz McCall, MSP and Stuart McMillan, MSP, and a group of MSPs for their AGM.
The CPA Chairperson was welcomed by the Presiding Officer of the Scottish Parliament, Rt Hon. Alison Johnstone, MSP to the AGM of the CPA Scotland Branch.
Dr Kailia also met with Elena Whitham MSP, a Member of the Health, Social Care and Sport Committee to discuss health initiatives in Scotland and beyond.

Guernsey Deputies examine the importance of the Separation of Powers and the Commonwealth Latimer House Principles
The States Assembly and Constitution Committee of the Guernsey States of Deliberation (States Assembly) held a Workshop on the Commonwealth Latimer House Principles on 29 September 2025 in St Peter’s Port.
The Commonwealth Parliamentary Association’s Head of Programmes, Matthew Salik presented on the application of the Commonwealth Latimer House Principles on the Separation of Powers in the Guernsey context alongside consideration of the CPA Benchmarks for Democratic Legislatures and CPA Model Law for Independent Parliaments.
The Workshop was attended by Deputies from Guernsey and was championed by the CPA Small Branches Vice-Chairperson, Deputy Adrian Gabriel.
The CPA continues to advocate for Parliaments, especially smaller Parliaments’ achieving greater levels of independence.

Parliament of the Turks and Caicos Islands focuses on Parliamentary strengthening during CPA Benchmarking exercise
The Parliament of the Turks and Caicos Islands met with a delegation from the Commonwealth Parliamentary Association (CPA) to undertake a CPA Democratic Benchmarks self-assessment exercise from 22 to 25 September 2025.
The CPA’s Benchmarks for Democratic Legislatures provide a framework for excellence in Commonwealth parliamentary and legislative practice.
The Turks and Caicos Islands are a British Overseas Territories, and the Legislature was recently renamed as the Parliament of the Turks and Caicos Islands in December 2024 (previously the House of Assembly).
As part of their visit, the CPA delegation met with the Governor of Turks and Caicos Islands, H.E Dileeni Daniel-Selvaratnam; the Islands’ Premier Hon. Washington Misick; the Leader of the Opposition, Hon. Edwin Astwood and the Chief Justice, Hon. Mabel Agyemang. They also met with civil society groups, NGOs, senior civil servants, the Turks and Caicos Islands’ CPA Branch and National Youth Parliamentarians.
The Speaker of the Turks and Caicos Islands Parliament, Hon. Gordon Burton, MP said:
“I’m delighted to welcome the team from the CPA Secretariat to carry out a democratic Benchmarking exercise with the Turks and Caicos CPA Branch. This assessment is being carried out due to our recent elevation to a Parliament, and we want to know where we fall short and where we can bring up our standards further."

Bilateral visits and Parliamentary Diplomacy
Historic first as Australian Speaker visits Zambia’s Parliament
It was a historic first as the Speaker of the Australian House of Representatives, Hon. Milton Dick, MP was welcomed by the Speaker of the National Assembly of Zambia, Rt Hon. Nelly B. K. Mutti, SC, MP, marking the first time that a Speaker of Australia has visited Zambia’s Parliament.
The Speaker-led delegation from the Australian Parliament - which included Senator Claire Chandler (Tasmania), Senator Dorinda Cox (Western Australia), Senator Deborah O’Niell (New South Wales), Senator Tammy Tyrell (Tasmania) and Hon. Mary Doyle, MP (Federal Member for Aston, Victoria) – met with Members of Parliament, the Government Chief Whip and the Opposition Whip to exchange best practice. They also met with Members of the Parliamentary Portfolio Committees during their visit, which took place from 21 to 24 September 2025.
The Australian Speaker said that Australia and Zambia share many common interests in agricultural innovation, mining for critical minerals and combatting climate change. The Speaker also highlighted food security also remain critical areas of interest for both countries, particularly as Zambia transitions from drought to tackling food security challenges. The Australian Government has committed over AU$70 million dollars to assist in addressing climate change and technology development in the region.
The Speaker of the National Assembly of Zambia said that Zambia and Australia enjoy long-standing bilateral relations, underpinned by mutual respect and shared membership of the Commonwealth. She noted that cooperation between the two countries has extended to key areas such as mining, education, agriculture and governance. Several Australian companies have made significant investments in Zambia’s mining sector, contributing to increased copper production and creating jobs for Zambians while facilitating the transfer of mining technology and expertise. Zambia has also benefitted from scholarships and training opportunities offered by the Australian Government, which have enabled many Zambians to pursue higher education in engineering, agriculture and medicine.
Other issues discussed during the visit included gender parity, Zambia’s diversification into solar energy, the introduction of tree planting in all 156 constituencies and the adoption of artificial intelligence to improve parliamentary work. Both Parliaments also have a shared commitment to democracy and youth engagement through initiatives such as Zambia’s Youth Parliament and Australia’s Parliamentary Education Office.

Canada’s Speaker hosts G7 Speakers in Ottawa to discuss disinformation and polarization
The Speaker of the Canadian House of Commons, Hon. Francis Scarpaleggia, MP welcomed his counterparts from other G7 nations for a summit during Canada’s Presidency of the G7 alliance, which includes meetings of various different ministerial leaders throughout the year.
Hon. Francis Scarpaleggia said that the summit on 5 September 2025 was an opportunity for allies to discuss ways to tackle the challenges facing democracy. "Together, in the face of an increasingly unpredictable global order, we must work harder and recommit to democratic ideals and principles" such as free and fair elections, respect for human rights and a commitment to the rule of law, he said, adding that he also wanted to "encourage political consensus while reducing polarization within our respective legislative chambers."
The G7 Speakers summit brought together Presiding Officers from Canada, France, Germany, Italy, the United States and the United Kingdom (Japan was unable to attend).
In addition, the President of the European Parliament, Hon. Roberta Metsola and the Chairman of the Verkhovna Rada of Ukraine, Hon. Ruslan Stefanchuk also attended the summit.
The Speaker of the UK House of Commons, Rt Hon. Sir Lindsay Hoyle, MP spoke about the importance of security for MPs globally -
“In the words of the Joint Committee on Human Rights, we are not an effective democracy if MPs have to look over their shoulder before they speak or vote. As Speakers our power is limited, but I am determined to use all the power and the influence to make it easier and safer for MPs to do their job.”
The first meeting of the Speakers of the Lower Houses of the G7 was hosted by Canada in 2002.

Women Parliamentarians meet in The Bahamas for CWP Regional Conference
Ahead of the 47th CPA Regional Conference of the Caribbean, Americas and the Atlantic (CAA) Region in The Bahamas in September 2025, the 15th CAA Regional Conference for Commonwealth Women Parliamentarians (CWP) took place.
Delegates from across the Region were welcomed by The Bahamas Minister of Labour and Public Service, Hon. Pia Glover-Rolle, MP and the Minister of State for Housing and Urban Renewal, Hon. Lisa Rahming, MP who discussed the empowerment of women in politics, biases faced by female politicians and strategies to get more women involved in governance.
CPA Gender Lead, Bénite Dibateza presented during the session on ‘Empowering Women in Politics: Strategies for Establishing an All-Women’s Caucus and Engaging Non-Elected Women Leaders’. The presentation was drawn from the CPA Parliamentary Academy Course on 'Effective Women's Parliamentary Caucuses'.
The CWP Regional Conference and the Regional CWP Steering Committee meeting were chaired by the Caribbean Region’s representative on the CWP International Steering Committee, Hon. Rochelle Forde, MP, Speaker of the House of Assembly of St Vincent and the Grenadines.

Western Australia Parliament hosts 2025 Pathways to Politics for Women
The Parliament of Western Australia hosted the 2025 Pathways to Politics for Women programme on 5 September 2025, which paves the way for future political leaders.
Delegates were welcomed by the President of the Legislative Council, Hon. Alanna Clohesy, MLC and heard from guest speakers, Dr Katrina Stratton, MLC; Liza Harvey, OAM, the first woman Deputy Premier and the first woman Leader of the Liberal Party; and Mia Davies, the first woman Leader of any National Party in Australia.

“Watching this diverse cohort of women step forward with courage, curiosity and commitment reminds me that strengthening our democracy starts with inclusive, bold leadership.”

Parliamentarians discuss governance and public engagement at 11th CPA India Regional Conference in Karnataka
Members of Parliament from the federal and state level in India met for the 11th Commonwealth Parliamentary Association (CPA) India Regional Conference in Bengaluru, India from 11 to 15 September 2025.
Hosted by the Karnataka State Legislature on behalf of the CPA India Region, the Regional Conference brought together Parliamentarians to share their experiences of parliamentary democracy. The theme of the Regional Conference was ‘Debates and Discussions in the Houses of Legislature: Building people’s trust and meeting people’s aspirations’.
The Chairperson of the CPA India Region, Hon. Om Birla MP, the Speaker of the Lok Sabha of India officially opened the Regional Conference on the iconic steps of the Vidhana Soudha and spoke to delegates of India as the largest functioning democracy in the world.
The Regional Conference was attended by 37 Presiding Officers from 26 of India’s States and Union Territories as well as the CPA Secretary-General, Stephen Twigg.

47th Regional Conference of the Commonwealth Parliamentary Association Caribbean, Americas and the Atlantic Region discusses regional democracy and independent Parliaments in The Bahamas
The Bahamas Branch of the Commonwealth Parliamentary Association (CPA) has successfully hosted the 47th CPA Regional Conference of the Caribbean, Americas and the Atlantic (CAA) Region on the theme of ‘Deepening of Regional Democracy – An Independent Parliament’.
The CPA Regional Conference saw over 80 delegates from across the Region participate in the week-long event from 5 to 13 September 2025 in Nassau. The Regional Conference also focused on the pressing issues facing the wider region such as gender sensitive legislation, budgeting and climate change. The Regional Conference was attended by Speakers and Members of Parliament from across the Region and guest delegates and observers from the wider Commonwealth.
The CPA Chairperson, Hon. Dr Christopher Kalila, MP (Zambia) addressed the theme of the Regional Conference at the Region’s AGM and said:
“Colleagues, our theme this week – ‘Deepening Regional Democracy – An Independent Parliament’ – is both timely and urgent. Across our Commonwealth family, democracy faces renewed pressures. 45th CPA Canadian Parliamentary Seminar held in New Brunswick
The 45th CPA Canadian Parliamentary Seminar has been held in Fredericton, New Brunswick from 25 to 28 September 2025. The seminar was hosted by the Speaker of the Legislative Assembly of New Brunswick and CPA New Brunswick Branch President, Hon. Francine Landry, MLA.
Delegates attended from across the CPA Canada Region at Provincial, Territorial and Federal level with CPA Branches speaking on different topics.
The Vice-Chair of the CPA Canada Federal Branch, Hon. Iqra Khalid, MP presented on the challenge to democratic leadership of misinformation and disinformation while Senator Joan Kingston spoke about the impact on New Brunswick’s economy of tariffs and interprovincial trade.

New South Wales Parliament welcomes King and Queen of Tonga
The Joint CPA New South Wales Branch Presidents - Hon. Ben Franklin, MLC, President of the Legislative Council and Hon. Greg Piper, MP, Speaker of the Legislative Assembly – welcomed Their Majesties King Tupou VI and Queen Nanasipau’u of Tonga to the Parliament of New South Wales on 23 September 2025. The visit commemorated the 50th anniversary of the Consulate-General of the Kingdom of Tonga in Australia and the 55th anniversary of formal diplomatic relations between Tonga and Australia.
The Royal Couple were accompanied by Her Royal Highness Princess Royal Pilolevu Tuita and her husband Lord Tuita alongside the Deputy Prime Minister of Tonga, Hon. Dr Taniela Fusimalohi.
The King and The Queen toured a special exhibition at Parliament House in Sydney - ‘Hala Kuo Papa – A Path Well-Trodden’, celebrating the friendship between Tonga and Australia. The exhibition – created in partnership with the Australian Museum and Tongan High Commission - has been on display for a month to allow local school children and visitors to view it.
Many members of the Tongan community in New South Wales attended the event to meet The King and The Queen and watch the tau‘olunga cultural performances.
New South Wales Legislative Council President, Hon. Ben Franklin thanked the ‘indefatigable’ Honorary Consul-General of Tonga, Mrs Louise Waterhouse, for her tireless efforts in strengthening the relationship between New South Wales and Tonga.
The King and The Queen of Tonga also recognised the estimated 40,000 plus people of Tongan heritage living in Australia during their visit to the Australian capital, Canberra where they were welcomed by the Governor-General of Australia, Her Excellency Sam Mostyn, AC and the Australian Foreign Minister, Senator Penny Wong.

Australian Parliamentary Handbook website launched
A new Parliamentary Handbook website has been launched by the Australian Parliament to connect with citizens and to be a trusted resource for researchers.
Launched by the President of the Senate, Senator Hon. Sue Lines and the Speaker of the House of Representatives, Hon. Milton Dick, MP - the new website covers over a century of parliamentary history and legislative procedure.
The Australian Parliamentary Handbook has been a trusted record of Australia’s Parliament since 1915 and the new website will allow users to browse, search and engage with parliamentary history.
Steven Fox, the Australian Parliamentary Librarian, said:
“This website ensures that parliamentary information is easier to find, understand, and share. From students to academics and community members, all Australians can now easily find information including biographies, election results and electorate maps all in one place.”

CPA Africa Region sign hotel construction deal
The Commonwealth Parliamentary Association (CPA) Africa Region has signed a landmark agreement with CRJE (East Africa) Limited to construct a five-star hotel at Njedengwa in Dodoma. The project, which will be the first of its kind under the CPA Africa Region, will be a reliable and sustainable source of income for the Association in the Region and a boost to the capital city’s growing profile.
The contract was signed by the Speaker of the National Assembly of Tanzania, Hon. Dr Tulia Ackson, MP on behalf of the Board of Commonwealth Investment Company Limited (CICL) while the CRJE (East Africa) was represented by its Project Manager, Mr Lu Chunbao. The CPA Africa Regional Secretariat is based in Dodoma at the National Assembly of Tanzania.
The Speaker of the National Assembly of Tanzania described the project as a ‘historic milestone’, recalling that the idea was first championed in 2019 by the late Speaker of the National Assembly, Hon. Job Ndugai.
“This project is not only for CPA but for the nation. We appreciate the government’s readiness and believe its presence here in Dodoma will ensure effective follow-up of this investment.”
She also outlined that the project links with government plans to complete the Msalato International Airport, which will enable international flights to land directly in Dodoma. The project is expected to take 22 months to complete.
The Treasurer of the CPA Africa Region, Hon. Enos Asiimwe, MP (Uganda) also witnessed the signing and said:
“This is the first investment of its kind for CPA Africa, and we look forward to its success. It was not an easy process, but through the Speaker’s efforts and support from the Tanzanian government, we are here today.”

Cricket day celebrated with Canadian MPs to highlight the sport’s growing popularity in Canada
The CPA Canada Federal Branch Chairperson, Hon. Alexandra Mendès, MP, Assistant Deputy Speaker of the House of Commons hosted the annual ‘friendly’ cricket match between the Canadian Parliament and members of the Commonwealth diplomatic corps in Ottawa.
The Vice-Chair of the CPA Canada Branch, Hon. Iqra Khalid, MP organised the Commonwealth Cricket Advocacy Day to draw attention to the growing popularity of cricket among Canadian youth. The Canadian MPs claimed victory over the Commonwealth Ambassadors and diplomats after an exciting competition.
Hon. Iqra Khalid, MP said:
“This year, we are playing for peace and for the dreams of the 300,000 young Canadians who deserve a bright future in this game. Now is the time to give our young generation a chance at the Olympics and to provide facilities that match their passion and talent. Together, we can take cricket from community grounds to the national level.”
Hassan Mirza, President of Canadian College and University Cricket (CCUC), also outlined four key priorities for his organisation including:
- Expanding cricket access in schools, colleges, and communities.
- Increasing women’s participation in cricket by 30% by 2028.
- Supporting Canada’s Olympic cricket journey.
- Establishing a permanent ‘Home for Student Cricket’, which would host national championships and training programmes.
While cricket has deep historical roots in Canada, its popularity has surged in recent years and there has been record participation in community leagues and school programmes. It is estimated that more than 300,000 Canadians regularly play cricket, making it one of the country’s fastest-growing sports.

Fiji Youth Parliament inspires future leaders
The 2025 Fiji Youth Parliament took place in September 2025 with future leaders exceeding all expectations throughout the week. The four-day programme gave young people the opportunity to take on the roles of Parliamentarians and Clerks and to debate different issues and legislation.
The young people were welcomed by the Speaker of the Fiji Parliament, Hon. Filimone Jitoko; the Deputy Speaker, Hon. Lenora Qereqeretabua; and the Secretary-General of Parliament, Mrs Jeanette Emberson.
The programme was supported by the Governments of Australia, New Zealand and Japan under the UNDP Fiji Parliament Support Project.

CPA North West Branch visits schools for tree planting programme
The North West Provincial Legislature’s Deputy Speaker, Hon. Collen Main, MPL led Members of Parliament from the CPA North West Branch during a tree planting programme at Phatsima High School in Atamelang on 26 September 2025. The tree planting programme is part of the CPA Branch’s resolutions relating to climate change and environmental sustainability.
In addition, the Chief Whip of the Legislature, Hon. Motlalepula Rosho, MPL visited Tigane Secondary School and Wolmaransstad School for the Blind while the Chairperson of Committees, Hon. Tebogo Modise, MPL visited Kudunkgwane Day Care Centre, Tasman Secondary School and Ga-Modisenyane Bagodi Centre in Kudunkgwane near Ganyesa.
